here in AZ we have lots of carports like that. some people put doors on them. lots of people don't. the fact that it could be a garage does not mean that it is not a carport.

this may also be one of those locational differences i like to point out from time to time. here in AZ that drywall will be just fine for decades and decades. it may need doors in vermont but surely not required here.And drywall on the interior. Weather will degrade both eventually, so it's an incomplete garage IMHO.

Whack him $1,000 for the cost to install garage doors and you are done. If the lender says make it "subject to", which I doubt because it doesn't affect the functional utility of the dwelling, tell them, "that the owner refused to put them on. your move."
