How strict are you when performing FHA appraisal inspections

Here is an example (hopefully others can provide additional examples that they come across), home built prior to 1978 and the paint on the exterior wood walls are heavily peeling/chipped as well as on all of the wood window sills/frames and wood window muntins....

Homeowner remedies the exterior walls, all the window sills/frames but not the muntins (or not all of the muntins)....
So basically 95% of the issues are remedied....
Do you fail the 1004D completion?

What if the on the range of the range/oven built in turned on?
Or the garbage disposal didn't work....
How strict are you?
 
That's ususally the part of the old windows that's peeling or falling out, isn't it? I've replaced a lot of these windows, and sometimes you can just press on the panes & they'll fall out.
 
Example todays reinspect for completion. A $2.6Mil new construction house.
On original inspection, I called out no electric meter, still hooked to temp pole.
No gas meter, no gas hookup.
No master bath toilet.

Should I have skipped the missing closet door handle? Missing on a different closet mirrored doors, thermostats?
OK, probably call out thermostats. But as % of the house price and value it is vanishingly small, and the HO will certainly make sure it gets done. :shrug:
 
I check appliances to see if they turn on. I don’t check all the burners on the stove, just one or two. It works or it doesn’t. Doesn’t work, call for it to work. Had multi 2 weeks ago. Noticed in the microwave oven there were the tenant’s hat and gloves! Called for replacement of microwave (tenant is responsible for box for hat and gloves).

Peeling paint is tricky because most of the time, getting rid of it is like peeling a sunburn....you never finish you just stop. Therefore, I get as specific as possible in my report and take lots of photos....take the guess work out for the person(s) taking care of it. If they take care of it but miss a small spot 10 feet up (or I missed it in my report), I let it go. It is only when they act like a kid told to clean up his room and get arrogant about it and do half of what I call for do I call it incomplete.

I once had a case of a missing gas stove. I went back and I see a filthy old electric stove. Since I knew it was supposed to be a gas stove, I checked and saw that the plug was in back of the stove with no outlet anywhere nearby. They found an old junk stove!

Very. Many a time I've told an owner to put a cover on an outlet so I don't have to come back. Extension cords are a red flag for insufficient electrical service in a room. I check ALL burners and note if one does not work then place it squarely on the shoulders of the DEU. Leaking pluming, need fixed, missing siding, no brainier; got to get fixed. I don't care how cheap it is, if a 2 year old can get shocked, or termites have a way to get in, it needs fixed.
 
as long as paint isnt peeling and stuff works im good.
 
Today, I'm assigned a 1004D to make sure that the under remodel basement bathroom electrical outlet has a cover (which it did not have on the effective date)....
I just took photos of the basement bathroom and the reviewer called it out....
I guess I should have called this out....
I'm not strict enough....
