their forms are a virus...making appraisers sicker by the day :oops:
 
I remember 20 years of USPAP classes where they said certified appraisers are the only people trained to do field appraisal work as they are uniquely qualified to understand property characteristics that pertain to value.

But put the snake oil pushers at the GSE’s and their friends that run AMC‘s in a room together, then have them come out and threaten state regulators to ignore rules and regulations,and all that goes away. It’s not hard to follow the money.
I would almost say you're fabricating an untruth out of thin air, except I know better than to say always or never did any instructor say that in a USPAP course.

In any case that idea or instruction was never part of the curriculum in either the Instructor's course or in the QE or CE courses. I know that much for a fact, and I know you cannot find a single reference anywhere in USPAP, FIRREA or the GSE which speaks to that idea, either explicitly or implicitly. You just WANT it to be true.

If you ever did hear that from an instructor then that would have been a personal opinion of their own. I did express opinions on various topics but I always made it a point to physically step away from the podium and clearly disclose it as my own personal opinion and not as part of the course.

Are you claiming that this is the first time you heard the phrase “relevant property characteristics as they pertain to value?”

As of the 2024 edition, the definition of “personal inspection” has been revised. According to USPAP, a personal inspection must now be performed as part of the scope of work for the assignment.


"Hello Ma'am, I'm your local Uber Eats delivery driver. I'll be conducting your appraisal inspection today".

Read the definition again for what it actually says.

The definition defines what that term means in its usage in USPAP. The definition doesn't impose a USPAP-minimum requirement for personal inspection on any assignment let alone all assignments. The requirements for inspections, if any, in an assignment are always user-driven and are established in the SOW decision, not in the DEFINITIONS section. You already know that not all appraisal assignments require a personal inspection by the appraiser. This includes the desktop SOW assignments such as are under discussion here.
