ANSI did not rewrite FNMA rules completely. A separate area accessed only by another entrance door - attached or not- is, was, and never has been "GLA" regardless what the assessor calls it. FNMA has always called that a separate area. The assessor is not "local measuring standards". With their sketch I can determine what is and is not living space and ANSI may require me to MEASURE by their standard, but in the grid it does not requirement to use those measurements to make adjustments.
As for any "local" measuring standards, unless appraisers all got together and created their own, there has never been a "local" standard anywhere I've ever worked.
