Bedroom? Dimension And Entrance Questions

It's a 2 story rowhome in Philadelphia Greater Center City. Probably around 1890's. They took space away from the 3rd bedroom to create a larger closet in the master bedroom. I'm trying to find out by fact if that space can still qualify as a 3rd bedroom, no matter how impractical.

I just found the following from a 2011 article in ActiveRain:

-A bedroom shall have a floor area of not less then 70 square feet. (R304.2)
-Bedrooms shall not be less then 7 feet in any horizontal direction. (R304.4)
-Bedrooms shall have a ceiling height of not less then 7 feet. The required height shall be measured from the finish floor to the lowest projection from the ceiling. (R305.1)

The first 2 would keep the room from being a bedroom. It's only 60 sf. with one horizontal direction of 6 ft?

I'm looking for someone to verify this for me.

PA State Code: http://www.pacode.com/secure/data/055/chapter6400/s6400.81.html
Each individual occupying a single bedroom shall have a minimum of 80 square feet of bedroom space, measured wall to wall, including space occupied by furniture.
(f) Each bedroom shall have direct access to a corridor, living area, dining area or outdoors.
(g) A bedroom may not be used by other individuals or staff persons as a regular or frequent passageway to another part of the home or to the outdoors.
(h) Each bedroom shall have at least one exterior window that permits a view of the outside.
(i) Bedroom windows shall have drapes, curtains, shades, blinds or shutters.
(j) A bedroom shall have doors at all entrances for privacy.

Mr. Kennedy's citations are correct.

For a small room off of a small bedroom, you can call it a play room, or if it were off the master bedroom, morning room, would be the nomenclature for a home of this age, or even nursery.

Does this small room have a window?

Was wondering about maybe nursery. Last one I saw like that was attached to the Governess Room (a live-in nanny).
