BPO Fight Upcoming in PA

The Nar intrusion into the appraisers' market will start slow with realtor valuation services for reos, equity loans, pre-bank foreclosures and other so-called low risk transactions where they can get their proverbial foot in the door without too much clamor. After all their avm can offer a much faster low cost valuation product that can be duplicated on the local realtor board level all across the country. And they control the database don't they?
Right now they have already testified before Congress as "the only authoritative voice on appraising". Big changes to the appraisal process are coming and the NAR has the power and the money to gain access to those in position to make the changes that they want.
Already you can join the winning team by being an accredited Nar appraiser and it will not be a big stretch in the future for appraisers to be able to obtain C.E. credit for NAR appraisal courses and who knows some day your appraisers' licenses and certifications will come from the NAR.
 
Does anyone think being on a local level PAR committee as an appraiser would be a beneficial advocate position on issues like this? Or, are we simply overwhelmed by the masses.

SANDY... you obviously don't understand the purpose and intent of appraisal licensing.
 
The arguments from the appraiser side are disingenuous. This isn't about protecting society, it's about protecting business. BPOs cannot be used for federally related transactions or even GSE transactions. And anything else doesn't even need an appraisal by a licensed appraiser anyway.

I'll join in the argument as long as were arguing about what it's really about.
 
I just wanted to inform everyone on this site that PAR is looking to open up RELRA in PA to permit agents and brokers to complete BPOs for uses other than currently permitted by PA law.

Do you have a link/source to the above quote? I searched and could find nothing.

I ask because I know a 'pitbull' that can and will fight for us, I just need some solid documentation.

It was discussed at the appraisal board meeting in September, 2012. Jennifer Stokley(sp?) indicated PAR has not made an official position on it, however, the proposal for opening RELRA is already being circulated. It is even listed on the PAR minutes of the appraisal board meeting. From what I have been told, they were not prepared for us to even know that it was in the process of being discussed. I do not have a copy of the proposal per se, however, it was brought up at the meeting in May, 2012, and they are bringing it to the floor at the general assembly meeting on 10/1 at the Harrisburg Hilton. That is where we, as members of PAR, need to show a unified voice of opposition for this issue. I understand Don Kelly from the REVAA will be attending in support of this change. I understand he is systematically going from state to state to get these pushed through, with the help of the local state associations.

I understand it was pushed back and cut down in Connecticut, so we must make sure we are working together on this issue. If we can display to them that this hurts the consumer by having an advocate by definition create an independant and unbiased opinion of value, and potentially open the consumer up to a fraudulant situation such as those we have seen in the past with short sales.

We will be sending out an informational item to all appraisers (we purchased the listing from the appraisal board) in PA to educate them on this issue. If you know anyone who may want to weigh in on this issue, have them attend the PAR membership meetings on 10/1-10/3 at the Harrisburg Hilton (10/1 is the general membership meeting, however, it will be discussed in the appraisal subcommittee meetings as well). If you would like additional information, please let me know (PM me), and I will see what else I can rustle up.
