All or nothing, huh? No escalation in between. No "start off slow and ramp it up with repeated violations". Only Jeckyll and Hyde - the ultimate expression of passive/aggressive behavior.

That means the only response a state board could have to any complaint would be to either ignore the licensee's conduct or revoke their license. Every lesser offense goes unpunished.

I strongly doubt you raised your kids this way or ran your subordinates this way in your various occupations. I know I sure didn't.
