If you (or anyone else) wish to keep talking about crime rates (which have no established objective measures), the quality of the schools (ibid), etc., you are totally free to do that. And the lenders are just as free to elect to use others.
What you are not free to do is accept assignments and then ignore the conditions of that acceptance.
