FHA Electrical Outlet Cover Missing, Lender Sent a Photo of the Cover

I hate being the "bad guy" for pointing out healthy and safety issues....
But I still point them out....
 
I have been doing FHA since about 1989 when it was a rotational fee panel and very difficult to get on. But handbook 30 years ago not much different than 4000.1 but the difference is our HUD HOC Chief appraiser trained us to use common sense and not to be calling out Nickie and Dime type of repairs as it was a first time home buyer type program and people could do these simply repairs themselfs.

I am now at the point where I really think it may be time to shut it down as the newer appraisers have taken 4000.1 and do not understand its a guideline that is not always black and white. Its certainly not right to charge someone $150 bucks to take a photo of a $2 switch plate cover and what I do is place a X-with a sharpie somewhere above the outlet and when a Realtor or owner sends me a photo I know thats the spot.

As far as health and safety fine but has anyone ever known anyone who was killed by a misgiving plastic switch plate cover ? After 4000.1 came out I was on review desk and God I cant tell you how many stupid things appraisers had called out. Hell I had on that called out for the door bell to be repaired or replaced - A Mail box was not to USPS height regulations and was to high off the ground for the mailman to reach from inside his truck. One that had called out for a Shower rod and Curtain as water would get on the floor. I
ts truly amazing what some of these appraisers will call out.

Billy Bob- The Biggest Health & Safety Issue is this POS is located in Felony Flats where there are ten gangs and two shootings a night-you can't go at night and make sure you have two pit bulls and an alarm system before going to work- O' and buy the way you are missing a $2 light switch cover : ) LMAO

During 2021 I temporarily stopped accepting FHA orders....
But when I was accepting FHA I got tired of me being the one to inform borrowers and/or agents of FHA requirements (my opinion that should be the responsibility of the loan rep)....
So I started to send emails to the homeowner/agent informing them of the basic requirements, turn on water, turn on appliances, heating, cooling, attic inspection and the need for the access area to be cleared of any obstruction should a ladder be required, etc....
And I also gave a short list of basic safety items, electrical outlet being on of them....
And finally I suggested to them that they watch a couple of FHA inspection videos on YouTube....
I hate being the bad guy but at least I tried to give them a heads up....

Regardless of conventional or FHA if something appears to be a health and safety issue, I point it out in the report....

I don't know what you mean by "heavy handed"....
Let alone what you mean by "not get too heavy handed"....

If by "heavy handed" you mean getting paid a fee for returning to the property, the easy fix is....
Once you get paid the "heavy handed" fee, you cut the borrower/seller/homeowner a check and return to them the "heavy handed" fee...
Win, win, win.... :)

BTW....
In my opinion when it comes to residential appraising 90%+ is/comes down to common sense....

I'm fine with not nickie and diming as long as FHA doesn't scold me for not doing it. If you use the 1004d form it says you personally inspected in certifications. Lender can waive what they want. If FHA puts out a memo not to nickie and dime people (or one I missed) then I will not do it.

That's a good idea. Not sure how often it would work. A lot of them may not get past the word requirements. :leeann:

If there were missing outlet or switch covers, I did not see them.
How could I see something that is not there? :unsure: :leeann2:

Anyway, if I was worried about those I'd toss the extras in my garage into the car and give them away as needed.

Except when the photo shows the missing electric plate cover when they magnify our photo. Which they do. :unsure:
