FHA Electrical Outlet Cover Missing, Lender Sent a Photo of the Cover

Whats BS I do use a outlet tester on a sample amount of outlets when I do FHA and if a cover is missing I definitely would test that one. My bigger concern is whats inside that outside panel and those do need covers.
In 38 years and having done electrical work i have yet to see anyone die from a missing outlet or light cover although I did have a retarded cousin who stuck his tongue inside one and burned his tongue. In bath rooms and Kitchens those are the important ones where GFCI need to be installed.

A $2 cost to cure item (cover plate) is a petty reason for a 2nd inspection that most appraiser would not bother to call out as an MPR required repair.
It doesn't matter the cost, it's more the safety of it. When I did FHA I always thought.... Could a child get hurt? Could a child get shocked with an uncovered outlet? If so, it's not safe. Safety, Security, Soundness. VA doesn't like this either. I give people a break on re-inspections costs for small stuff like this.

Where do you draw the line at "cost". A gfi receptacle is around $15.00 and takes maybe 15 min to install. A diverter pipe for downspouts is less than $10.00. Do we set the cost at $2.00, $15.00, $20.00.......

I don't draw a line. I'm just doing what FHA is requiring of me and charging for my time. If they can get it done without that it is fine. I don't care if they can get it through without me having to re-inspect thats fine.

I NEVER draw the line for a cost. Problem is, when many people own the home they never fix these issues. I call everything so they have a safer place to live in long-term.
