The $50/yr you pay for the USPAP publication returns a USPAP publication. The Student Manual Fee returns a Student Manual. So its not a case of you getting nothing for what you're paying for.
When was the last time you learned something new about USPAP from an AO or FAQ?
My point is that one way or another we're all going to continue to pay the freight for what it costs to do the work. My state's renewal fees are as high as they are because that agency is required to be self-funding. My vehicle registration renewals recently doubled, too.
AFAICT this whole controversy has little to do with the money because on a per-appraiser basis the money going to TAF is just not that much money. And all that idiot who wrote the book can be successful at is *increasing* the costs your state pays in order to go through the scripted Fire Drill. The conclusion of which will alter nothing about the minimums in USPAP because the states are not in a position to unilaterally alter an appraisal standard that's getting used on a nationwide basis. So they go through the fire drill and they vote the only way they can vote (to adopt) and all the cosmic moron farmer is getting for appraisers is another expense; probably conveyed in the form of additional taxes to offset the costs of the impotent and ineffectual and redundant fire drill.
They incorporated by reference as a matter of expedience and because it literally makes no difference to the outcome whether they do or don't go through the entire legislative process. Either way, all they can return is the predetermined outcome.
