You might could start a poll here or a petition some how that would give an opinion of your peers relative to your specific situation. There are probably many cases that are not similar to yours exactly so that is where the law becomes the factor. You may be doomed without the degree.
 
On the other hand, you may be better off. One door closes and another one opens. The Lord closes doors no man can open and He opens doors no man can shut.

Talk to the attorneys like others have suggested. The first counsel will probably be free except for your time and their's. The end will determine whether you and them are paid for your time.

OP, my first call would be to the state board attorney. I would go from there.:)

I am cheap though. If you find an attorney willing to take it within your means, it might be better to have them contact the state board attorney. If you hire an attorney first, try to get one that knows the state board attorney on a first name basis. It may be a dead end street though. The state really went outside their authority based on what you are telling me. Idk. Good Luck if there is such a thing. Many say luck don't exist.

By that, do you mean the state board attorney that represents the board? Would they be of assistance to me?

I think so because they are likely between a rock and a hard place. I would keep notes of that conversation and go from there. He or she may tell you something that can guide you. I am basing my opinion totally on what you have stated here and I am not an attorney. If you take my advice from a legal standpoint you are crazy. :)
