Of course licensing boards only have authority over their license holders. That is why most of the laws are written with the burden on the license holder to comply. Now NC does have a law that makes it a misdemeanor for a non-licensee to act, or present themselves as an appraiser. But in that case, the evidence will be given to the AG office.

As long as the "property inspector" (another term I wouldn't be using in NC unless I hold that license), makes it clear that they are not there acting as an appraiser (lie), or there collecting data for use in an appraisal (another lie), then they should be in the ok with the state.

Then there is the question of did the licensed appraiser have complete supervision over everyone who provided data specifically gathered for use in their appraisal? Doesn't appear they did.

Doesn't sound too transparent. Maybe murky is the new transparent?

There is no such thing as "Property Inspection" licensing in NC. I suggest you brush up on USPAP regarding what constitutes "Appraisal Practice" before concluding that anybody is acting like an appraiser. But feel free to carry on, apparently it makes you feel better.
 
Well i am not concerned. I just like to follow the law and don't participate or associate with anything that is unlawful. Except Traffic violations then I am guilty! :)

Somewhere in there and I will find what I read it says an unlicensed person can Inspect all the property he/she wants as long as there is NO COMPENSATION.

You can do property inspections for compensation as long as you don't violate the NCHILB rules or the NCAB rules. I suggest reading them thoroughly before making erroneous suppositions and postulations. As professional analyzers of data, it does not look good or help in the least.
 
Home Inspection requires inspection of 2 or more mechanical or structural components. There is nothing in an Appraisal inspection that reaches the level of a Home Inspection, even FHA inspections. Turning something on to see if functions does not rise to the level of Home Inspection. I have seen nothing in the Hybrid Inspection SOW that required even that. Simply noting condition, measuring etc. So it does not require a Home Inspector or an Appraiser if the intended user does not require a Home Inspector or Appraiser.

FWIW, I will not be participating due to the fees, but some here are stooping to the level of "Fake News" to avoid simply saying "It's the fee, stupid."

The act of Home inspecting requires licensing. What your saying goes to competence or completeness and that is not where I have been going with this..
Compensation is the Key Point. If Harry makes some notes(report) that I am provided for use in the Appraisal. What did Harry just do? Well he did a home inspection and as bad as it was none the less it was written and he got paid for it!
 
No he did not Carnivore. I am a Home Inspector and know what constitutes a Home Inspection and you obviously don't. If what you say is true, then every appraiser in NC is guilty of violation of NCHILB rules.

I have made no misrepresentations of what we as appraisers can do or not do day to day. HUD has said that are appraisal is not a Home Inspection. My guess is VA probably states the same thing. I am talking Specifically about Harry! Nice try on deflecting away from Harry!

I have a NC Home Inspection license, so unlike you have a grasp on what is a Home Inspection and what isn't.
