Of course licensing boards only have authority over their license holders. That is why most of the laws are written with the burden on the license holder to comply. Now NC does have a law that makes it a misdemeanor for a non-licensee to act, or present themselves as an appraiser. But in that case, the evidence will be given to the AG office.
As long as the "property inspector" (another term I wouldn't be using in NC unless I hold that license), makes it clear that they are not there acting as an appraiser (lie), or there collecting data for use in an appraisal (another lie), then they should be in the ok with the state.
Then there is the question of did the licensed appraiser have complete supervision over everyone who provided data specifically gathered for use in their appraisal? Doesn't appear they did.
Doesn't sound too transparent. Maybe murky is the new transparent?
