Many insurance companies are not making new policies in CA.
My tenant who will be moving bought a house and mentioned she had hard time getting insurance. She only had one insurance company willing to insure her home.

The rep said State Farm hasn't been making new home insurance here in past 2 years. WTF.

CA has done nothing but ridicule him. Why should he help? Your government and specifically governor and insurance commission has made it worse with all sorts of stupid regulations. Specifically, they are going to require insurers to insure in high-risk areas and they limit rate increases. Lack of any effort to control the underbrush also means many areas are high risk for fires and then threatened by mudslides following the fires.

The state of California is totally responsible for gasoline prices that are $2 a gallon higher than most anywhere else.
The state of California is totally responsible for electricity rates nigh triple my home state. By demonizing and over-taxing the oil and gas industry and over-regulating utilities your state insures they are the most expensive state in the nation.
