NEED a good definition of 'credible'

That was from American Heritage Dictionary. Guess it does muddy the waters, huh?
Yes, because the ASB has added a key modifer to the word, that alters it literal, dictionary (or legal) meaning.

This is one place in USPAP where you have to read the "fine print" to avoid using real-world assumptions (or dictionary defintions). USPAP says credibility is in the context of the intended use or relative to the intended use. Hence, the goal of an appraisal is not even "credibility" by any recognized defintion. The goal is relative credibility, and that's not a "meaningful" benchmark.

Just substitute other words and see what happens when you hit them with "relative." For example, appraiser must produce an excellent appraisal, well relatively excellent, uh well excellent in the context of the intended use!! That is, I asked you for a ballpark figure, something within 50%, it turns out you were within 49%, so that was an excellent appraisal - well, excellent in the context of my intended use. Thank you, Zillow!!
