Census tracts here are worthless as boundaries. The population has changed and tripled in less than 30 years, but the tracts are the same. School districts are rarely a real factor. There are no real physical boundaries, no "other side of the tracks" boundary. It's just arbitrary nonsense. But not doing any secondary market allows me to state what the boundaries are without making reference to the cardinal directions.
