Patios/Decks Covered and Uncovered

Why is it necessary to specifiy covered versus uncovered decks and patios for FHA? Indicating that a patio/deck is on the sketch should just mean that it is uncovered in my opinion. Calling it uncovered seems stupid. I would not call a swimming pool an uncovered swimming pool if there was no covering so why am I being asked to call a patio or a deck uncovered? When it is covered I can see calling it covered but when it is not covered this seems very petty to call it uncovered. Does anyone understand why this is necessary? I know it is required but it really bugs me.
 
Life is too short to lose sleep over an issue like this, and it takes all of 2 seconds to type "covered". There probably are bigger issues to tackle
:)

I guess HUD wants to be able to determine all of the physical information about the property from glancing at the sketch.

This has been a requirement since 1991 when I started in real estate, and for several years before I am told. "Open Patio" no biggie to add, but I understand that HUD is purging appraisers from the list for not including it on the sketch.
 
The covered/uncovered requirement has been there for years, don't expect a concise explanation until the special 3 day snapper season is over, and I'm not referring to fish.

Like I said, I have never labeled a patio uncovered, covered yes. However, since I am always ready to learn, were specifically does it state in the 4150.2 handbook that a patio/deck must be labeled uncovered?
 
Page D-13 of the revised Appendix D:

Sketch
Include a building sketch showing the Gross Living Area Above Grade, including all exterior dimensions of the house. Include patios, porches, garages, breezeways and other offsets. State “covered” or “uncovered” to indicate a roof or no roof (such as over a patio).

An interior sketch or floor plan is required for properties exhibiting functional obsolescence attributable to the lay out.

In Florida we have large screens over pools. So "Screened Pool" vs "Open Pool" is common.

So is "Open Patio" vs "Covered Patio" vs "Screened Patio" vs "Enclosed Patio"

Different levels of enclosure have different levels of value, imo.
