Pegged my Windows 10 PC this afternoon

What I don't understand is that it used to work just fine, but after transferring my picture files from the PC to a flash drive, it is a no-go.

Yeah, when I upgraded from Windows 10 to Windows 11 somewhere along the way I lost the ability to download pictures to and from my phone directly and had to go through that app. I've gotten used to it now, and it works fine, however is not quite as convenient as using Windows Explorer directly. Not sure what got tweaked on your system. Use an onion browser when you are perusing those nasty MAGA sites, and things like this won't happen to you.
 
I am not going to worry about it, as I intend to get the rebuild done next week, and that will be a whole set of other issues to deal with.
 
Be it W10 or W11, my process for transferring photos from my Android (Fold 3/S 25plus) has remained the same: usb-c (phone) to usb (laptop or docking station).

Unlock the phone, W11 open file folder, unlock phone, and select phone/DCIM and wait for the photos to load. I select the ones for the subject, drag and drop, then unplug.

As for the flash drive, did you format to W11 then load from old computer?

No. No system files.

They make it difficult so they can push you to cloud based products. Apple and google do the same. Also your phone or pc add security so as not to connect to unfamiliar devices. Since you have a new install they don't recognize each other.

I haven't done the new install yet, that's what is weird about it. I plan on assembling the new componetry on Wednesday and Thursday, and then boot up with the Windows 11 flash drive.
 
Oh yeah that is weird. Still if any update happened it can do the same thing. Remove trusted devices.

I have a feeling the photo transfer thing is going to be the least of my worries; hanging this giant melon of a CPU cooler without warping the motherboard is my first hill to climb.
 
As long as all the standoffs are there and tight, the motherboard should be fine. That's a sweet cooler...those noctuas are pretty much the best fans out there
