As a side note. Your review experience might be very relevant. If you were born and bred in an AMC or other corporate environment and all you know is what has been fed to you by your mentors it might not mean a thing. I find it hard to believe you have not seen ANY correlation between education, license level, designations and report quality. None? If none of those characteristics are relevant it raises the question as to whether an appraisal license of any sort should be required.
I'm quite certain there are many Licensed appraisers who do quality work. Above all, they should be the ones welcoming this change. It will be no problem for most of them to step up to Certified very quickly.
Never done a review for an AMC, and no not born and bred within an AMC environment. Just speaking from 18 years experience, and I hate to say it, but the level of license one held didn't mean much, there is good and bad at all levels.
Why shouldn't ones work product speak the loudest! If someone has over 10 years of FHA experience with no black marks, why should they be pushed aside, do they want to address the real problems, or just an appearance of doing so?
FHA should take the time and money to properly reveiw the reports and then weed out those who do not produce quality work. Just blaming it on a licensing level is the easy way out that lets everyone SKIPPY over the proper review due diligence required.
I'm Certified, so this is not a personal issue, I just have a problem with any appraiser getting jerked around by the rule makers, for the hundredth time, when we all know the real "fix" lies deeper than a credential.
