As a side note. Your review experience might be very relevant. If you were born and bred in an AMC or other corporate environment and all you know is what has been fed to you by your mentors it might not mean a thing. I find it hard to believe you have not seen ANY correlation between education, license level, designations and report quality. None? If none of those characteristics are relevant it raises the question as to whether an appraisal license of any sort should be required.

I'm quite certain there are many Licensed appraisers who do quality work. Above all, they should be the ones welcoming this change. It will be no problem for most of them to step up to Certified very quickly.


Never done a review for an AMC, and no not born and bred within an AMC environment. Just speaking from 18 years experience, and I hate to say it, but the level of license one held didn't mean much, there is good and bad at all levels.

Why shouldn't ones work product speak the loudest! If someone has over 10 years of FHA experience with no black marks, why should they be pushed aside, do they want to address the real problems, or just an appearance of doing so?

FHA should take the time and money to properly reveiw the reports and then weed out those who do not produce quality work. Just blaming it on a licensing level is the easy way out that lets everyone SKIPPY over the proper review due diligence required.

I'm Certified, so this is not a personal issue, I just have a problem with any appraiser getting jerked around by the rule makers, for the hundredth time, when we all know the real "fix" lies deeper than a credential.
 
Tons and tons of appraisers on this forum have been telling the government to do something about mortgage brokers and appraisers, number hitters, etc .... they pass legislation which does just that .... and everyone is angry.
It proves that appraisers are an impossible lot to satisfy.

If you are licensed .. and have been for a number of years .... there really is no reason for it. Why havent you taken the time and the effort that most of your peers have and become certified?

Fact of the matter is NOW it matters. I wish you all good luck with the tests and experience that will be required .... you could have done it under the easy rules ... but no ..... well .... you asked for it and you got it. Now either get certified for find something else to do. This is just the beginning of the certified requirements ... wait and see.

Did I ever say that? NO ....

The issue is that Washington has been hinting to the States for a long time now that they wanted to see the license level a thing of the past. Many states have taken the steps and its gone.

Dont read more into my post than exactly what I said ... I said we wanted change and we got it and now we arent happy.

I have posted many times I dont understand why someone wouldnt become certified as soon as they could. Honestly it primarily has to do with being lazy (perhaps not in all cases but Id say in most).

I dont feel sorry for appraisers that should have seen this coming a long time ago. Its here ... and now we must deal with it. Its time to suck up to the new rules and do what it takes to be an appraiser or move along and do something else.

In my state the biggest offender is in fact Licensed ... and my suspicion is this person could NEVER past the test. If this takes more business from them or leads them closer to being gone .. IM all in favor of it. There are exceptions but there are also rules. Its a new day and we live with what we must live with. One step at a time ... ... atleast its a step.
 
Tim, there are a NUMBER of reasons why people did not or could not upgrade. Here in my state of Indiana, one needed to have 2000 hours of experience within a 5 year time period to upgrade to the licensed status from trainee, or 2500 hours to sit for the Certified exam. I got caught because I upgraded to the licensed level, then business hit the skids, and no matter how hard I tried, I could not obtain the 2500 hour requirement in a 5 year time frame - without cheating - which of course I would not do. Indiana sets the number of hours per the type of appraisal on your log - and I just could not get enough hours. Took the classes I needed - just couldn't get the 2500 hours together.

Now, I'm getting old enough that I really don't care to fight for it anymore. Indiana will not allow NEW licensed appraisers now, but they will continue to renew those who are licensed as long as they keep CE current, etc.

As far as the wording for FHA in this new legislation is concerned - I think they will allow a licensed appraiser to appraise FHA with 'certification' from AI or NAIFA or other national organization, based on passing an educational course that they provide on FHA appraisal. Thats just my 'guess'.

It might correlate with vocabulary, but that is just a casual observation on my part. Does license level correlate with quality of work as defined by what? The number of demonstrable technical USPAP violations per report? How about an ERC type of accuracy scoring method?

I really would like to see a carefully designed and implemented study of the effectiveness of licensing but who would have the guts to fund it, let alone suggest it? Why, the question would not occur to anyone in the legislating/regulating business that their product needed studying to see if it worked as planned:shrug:
 
The main trouble in our industry has nothing to do with licensing....the main issue is that there are just way too many unethical numbers hitters out there that will say and do anything to keep their scumbag mortgage broker and lender clients happy. These unethical appraisers are found at all licensing levels and at all levels of designations...licensing does very little to address the problem of appraiser ethics.
 
Mike, I was hoping someone could maybe see a little sarcasm in my post. especially since I called it all nonsense. I posted the info so people could see there are some easy options.I mean it is crazy that you could get a bogus designation from a fly by night organization and be good for FHA, but I would do it to keep my livelyhood. can you say loophole.

FYI, I have been waiting since december 2007 when I sent in the rest of my credentials so I could upgrade to certified. By the way, I am shooting for cert. general, so it took a little while. I admit I was spurred on by the Jan 08 deadline. I mean when you are cruising along making a fine living doing 6-7 reports a week, starting a family, running a business, fishing as much as possible, why would you really rush to upgrade. I am currently waiting because my state exam provider quit, and they had to find a new exam provider. also, they only give the test twice annually, and I could not make the 1st date. I will make the next test.

anyway, my original post was to mock the ridiculous requirement and show there are always loopholes. I think it is supid to single out licensed guys only when there is a larger picture to look at.

We can have our opinions about fairness. This will be law soon. That is a fact. No opinion about that.
