Of course we all know what bill suggests is "in jest" cuz otherwise it constitutes appraisal fraud!

I always thought the purpose of "street scenes" was to show the burned out cars and dead bodies lying in the streets.

The Street Scene is to show people living on the streets. So, whoever submits the highest lo-ball appraisal gets paid and the other appraisers get to try again if some lender accidently selects them!
