Revoked, what else do you want? She still could be sued by the appraiser for identity theft.
To speculate without cause, but
Perhaps the other person wasn't quite as innocent as first appears? i.e.-why did she have their name/number in the first place?
Perhaps a fine would have been unpayable? Cannot get blood from a turnip?
She's out of biz...I'm satisfied.

The board found her guilty. The board is the judge and jury so no need to argue the guilt issue.

She signed an Appraiser's Certification which includes item # 25, page 6, URAR from March 2005. No need to argue that issue.

Item # 25 says that "Any intentional or negligent misrepresentation (s) contained in (this) appraisal report may result in civil liability and/or CRIMINAL PENALTIES including but not limited to, FINE, IMPRISONMENT OR BOTH under the provisions of Title 18, United States Code, Section 1001, et seq., or similar state laws." If she signed it then she should live with the consequences....in a prison cell for the five year maximum.

The right and proper thing for any appraisal board is to file a complaint with the Federal Prosecutor in their jurisdiction. Appraisal boards that fail do do so are co-conspirators and are giving a green light to dishonest appraisers.

Why should criminal appraisers be different from any other criminals?

The only think to scare appraisers straight is regular and publicized notices of appraisers sentenced to prison when found guilty of violating state and federal laws that may result in imprisonment.
