During 2020 & 2021, "typical external obsolescence" was not an obsolescence....

Seems like a "too low" appraisal to get a loan is becoming a fair housing violation.
Pretty close. A bank I worked for hired a consultant because they got dinged with a bias complaint, they made it go away by booking the loan on the portfolio side. The new policy as of April 2023 states "..any request for a Reconsideration of Value (ROV) by an applicant will be immediately escalated and forwarded to the Director of Appraisal Services."

SACRAMENTO – Governor Gavin Newsom today announced the following appointments:

Jamie L. Crook, 44, of Berkeley, has been appointed Chief Counsel at the Civil Rights Department. Crook has been Deputy Director of Dispute Resolution at the Civil Rights Department since 2022. She was Director of Litigation at the Center for Gender and Refugee Studies at the University of California Hastings College of the Law from 2020 to 2022. Crook was a Senior Staff Attorney at ACLU of Northern California from 2018 to 2020. She was Counsel at Relman Colfax LLC from 2015 to 2018 and at the Lawyers’ Committee for Civil Rights Under Law in 2014. Crook was an Associate at Relman Colfax LLC from 2010 to 2014. She was a Consultant at the Open Society Initiative for Southern Africa in 2010. Crook was a Volunteer Attorney and Fulbright Grantee for the Southern Africa Litigation Centre from 2009 to 2010. She was an Environmental Law Fellow at Altshuler Berzon LLP from 2007 to 2009. Crook was a Law Clerk for the Honorable Richard Paez at the U.S. Court of Appeals for the Ninth Circuit from 2006 to 2007. She is a commissioner for the State Bar of California Commission on Judicial Nominees Evaluation and a member of the Alameda County Bar Association and California Lawyers Association Litigation Section. Crook earned a Juris Doctor degree from the University of California, Berkeley School of Law. This position does not require Senate confirmation and the compensation is $182,400. Crook is a Democrat.

What will it take to bridge Maryland's home appraisal gap?​


Homeownership is often a sign of financial security and success. A home’s growing value is often how many families build wealth they can pass along to their children.

But a significant gap exists between the valuation of homes owned by Black homeowners and white homeowners, even for comparable properties. Government and commercial housing industry assessments and appraisals often misevaluate the value of properties and homes owned by Black residents.

According to a December 2022 report to the Maryland Department of Housing and Community Development compiled by the University of Maryland’s National Center for Smart Growth, the state’s tax assessment process consistently leads to higher assessments for properties in Black neighborhoods, and that leads to higher taxes for Black homeowners than white owners.

And there have been several high-profile cases of home appraisals seemingly skewed by racial bias.

Our guest Aja’ Mallory wrote about these challenges in a recent editorial for our news partner, The Baltimore Banner. She is a Senior staff attorney at the Maryland Volunteer Lawyers Service.

We also spoke with members of the Maryland Task Force on Property Appraisal and Valuation Equity, recently created to study the persistent undervaluation of property owned by minorities and find possible solutions.

Jacqulyn Priestly chairs the task force. She also works as a communication specialist at the public relations firm Oak Hill Strategies.

Greg Hare is a member of the task force and Assistant Secretary of the Community Development Administration at the Maryland Department of Housing and Community Development.

The 1004MC in his report sure didn't do him any favors. It showed an increasing market while he chose stable in the report. His opinion of value is approximately 14% below the lowest median sale in the MC (out of 30 something sales).

Then he used some boilerplate commentary stating the MC data was not to be relied upon... without stating how he concluded the market was stable.

I don't think the dude is racist....it's just a poorly supported report.
You do know the 1004MC is just for comparable properties and not the entire subject market? The differences between the 1004MC and first page don't have much meaning unless of course the MC was filled out incorrectly and included all of the sales in the subject market.
 
geez surfer dude...the appraisal wasn't that bad...anyways, the lender and the borrowers had options. no one pinned them to that number...

anyways

if any mistake was made, it was not researching the borrower enough...currently i am asking for i.d. at every appraisal and doing a google search on the borrower so not to fret

Robot Man....I beg to differ...I stated last year that I would not want to go to court with that report. "If" you actually had 30+ "competitive" sales as his MC states, wouldn't you throw a couple more in the report for additional support? He reconciled by averaging the 4 sales, no documented analysis for that busy street adjustment.

You're right on the borrowers....bad luck.
