Crystal ball points to the argument if the appraisal ethics book is a valid work or not.
A popular middle ground consensus is that it is, but has been riddled with minutia to the tune of the majority of the pages.
But such is life in a bureaucracy. Don't give up on ethics just yet, I say.
The length of the necessary ethical explanation merely reflects the state of bureaucracy at the time.
Seeking a simpler ethic would at first require a refocus of attention to the bureaucratic shortcomings which caused such a long ethics espousal in the first place.
