Why is the Buzz panicking over the failure of 3.6?

I'm only repeating what I was told in a UAD 3.6 CE class a few months ago.

I think in CA or maybe county by county that landline is required since telephone company is required to provide the money losing landlines to public who request them.
There were complaints last year of how telephone wanted to get rid of landlines.
If so, how will my fax machine work.
