The one I did yesterday had 4 separate attic areas. AMC would be sheet out of luck on the one photo thingy. I'd prolly refer them to a form of self flagellation and/or gratification.
 
You could use a 360° camera. It would look like crap in an appraisal report, the picture would be short and wide. Panoramic photo-stitching would give the same result.

Pretty soon we're going to have to start wearing body cams and upload videos of everything we "inspected".

I believe that where the confusion is. FHA says we must inspect all attic spaces. I interpret that as meaning if there is more than one attic space, then all spaces must be inspected, but reviewers are taking it to mean all as in "every inch" of the attic space must be inspected.

Whassamatta with observing the all of the areas of each of the areas? Is there a possibility that doing so is (and has been) the intent of the requirement?
 
I think Rex made a good point in that,

observing all of the areas should include crawling up underneath the bathroom floors and anywhere a waste pipe comps down from above and taking photos to show the toilet flanges are not seeping, and the tub seal is holding, that there are no plumbing leaks, including waste pipes, or evidence of such in the crawl space. I don't think observation of all areas is limited to looking around at what's on the ground.

Sooooooooooo you're basically saying we do a home inspection?

I will say, I added to my normal fee and haven't heard a peep about doing FHA. I'm not complaining; don't really miss them.

So I'm saying it's a requirement.

If your state defines a different license for a complete visual inspection of a dwelling, and limits the type of inspection you can do as an appraiser, well then, your state now has an issue with their appraiser licensing laws and the federal banking laws.

Not a federal problem, because Federal regulations over ride state regulations in most instances.

Let politicians lawyers hash it out.
 
Most State License Laws, have been federally required, so IMO - there is an "Observation" and "Inspection", be sure you fully understand what it is that you are doing. The Lender/AMC are liable under FIRREA, so I hope they understand what it is that they are requesting.
