Appliances
i. Definition
Appliances refer to refrigerators, ranges/ovens, dishwashers, disposals, microwaves, and washers/dryers.
Standard
Appliances that are to remain and that contribute to the market value opinion must be operational.
iii. Required Analysis and Reporting
The Appraiser must note all appliances that remain and contribute to the Market Value.

How else can someone determine whether or not the appliance works unless it is turned on. I most cases, all of the appliances are working an only need to be turned on or observed (refrigerator is usually on at time of observation). Any appliances on site which are not working need to be reported within the appraisal. Do what you want and make your own rules as you go. Sooner or later, you will have to pay for an appliance which was not working as of the effective date of the report. HUD DOES NOT WANT AN APPRAISER TO REPORT ON THE CONDITION OF THE APPLIANCE BUT RATHER IF IT IS WORKING AT TIME OF OBSERVATION.
