Don't wear your feelings on your sleeves. You do what is right. VA will be proud of you and the veteran and the lender and code enforcement.

Do subject to: Collect your fee for finished appraisal. VA can help you there.

One time I was trying to measure the porch and I leaned against the railing and the railing bended and I was fortunate to have a big bush to break my fall.
I could have gotten hurt. Agent wasn't there and the house was vacant. I looked at the railing and it was old. I didn't break it...it was bendable.
If bush didn't stop the fall as much, Nando could have been laying there in pain.

Call local code first before you call RLC. Ask them what would make it right. Then go with that. They probably don't have to pull a permit. Don't worry about that.
It’s IBC. Pretty standard but obviously not well enforced.

That ain't going to happen on safety issues. Forget the waiver. Veterans understand who is in charge very well.

This appraiser needs to understand very well who is in charge (VA).
VA St Paul just replied. They never answer anything directly.

“IF you feel that there should be railings placed for safety, call for that repair. If the veteran wants to come in for a waiver to VA to waive the repair, we can look at it for him/her.”

Would require handrailing around basement window wells? Seems by definition a safety concern especially if there are small kids around.

Atlanta is not that way if it is safety concern. Atlanta is like make it subject to and say I said so.

I told you Georgia was last place in the world DJT should have messed with. College football has found out last place in the world to mess with. LOL

Reminds of the movie "Gone with the wind". Georgia was huge battleground in civil war.

Subject to. Get paid.
