Your job is to find out how much contributory value to give the heated and cooled garage and basement. The assessor has his reasons for calling it living area, higher tax rate. This has nothing to do with you. The listing agent is a maroon.
Use GLA definition. The garage is an over-improvement. The basement should be considered as an off grade area. So the GLA + Off grade area + garage is the total SF involved but the GLA is still just the living area. I have seen finished garages with heat/air and they are no biggie. Finished basement is likely some fraction the unit value of the GLA.
Doing an appraisal on a purchase in Southern California. Assessor lists the building area at 6727 sqft - so of course that figure spreads through the MLS and title, etc. Agent listed the house using that figure as the sqft. Here's the issue - the assessor is including a large 1500sqft garage and a 600sqft basement in that sqft.
Contact the assessor. They may have that one incorrectly listed or a reason for doing it as such. Are basement's typically listed as GLA in their system. Here we don't typically there are exceptions to that though at times. Means nothing to you the appraiser. We get calls often from appraisers, lenders and agents asking about a particular property. Someone should have an answer for you as to why it is listed as such in the system or they may make a correction to the account.
