Governor Wolf just shut down all "non-life sustaining" businesses in PA.

Can appraisers still drive comps to take photos while under the lockdown?

Put a few bags of groceries in your vehicle so you can claim that you are making deliveries if pulled over.
 
My interpretation is "physical location" - so a real estate office must close, so no walk in clients etc, but you can work from home. I will conduct a couple more vacant purchase on lockbox today / tomorrow & then I'm done with inspections. I would think its OK to do exterior as you will be in your car & no contact with anyone, as that is the main concern.
 
Drove by today on the way to an inspection and I had to laugh because I have never seen Forster St. so empty.

But the big question is,

Are they patrolling across the street, to catch you fishing without a license?

If you think you are a "life sustaining business" you should really rethink that, and consider, possibly you are not a "business" at all, just a 1099 defacto.

You can do whatever you want as long as you do not come in contact with people. Its common sense. Of course you can drive and take photos. This shutdown is to stop people from coming together. My question is can we perform interior inspections when homes are occupied by multiple people?
 
Appraisers "may continue physical operations" as they are covered under "Finance and Insurance" as being involved in "credit intermediation and related activities."

It does beg the question as to whether one can perform an ERC appraisal, for example, as it isn't related to "credit intermediation."

Think about it--many that have been laid off or seem their income impacted may be looking to refinance or take out a 2nd mortgage to facilitate surviving the current conditions. That process has to go forward and appraisers are a integral part of that process. While somewhat overstated, we are a "life sustaining" process.
 
I think some of the recent refis here have been to have cash on hand. Not everyone was caught flatfooted or had to be told this was coming, it was abundantly clear. The last one I did the owner told me she was a professor of biology. So she was probably not averse to available information or seeking solace in denial.

Call your local police and ask them. They are the ones that will stop you. The cop in the patrol car decides if (s)he should pick you up and arrest you, or just issue you a fine you can fight over in court later. No one else is going to make that decision that will impact the rest of your day or week. It is only the police.

But please explain how you will find "market value" if potential buyers are being told to stay home and boarders are closed to foreign buyers.
