No HUD Label, No Inside Label....

Just answer the questions on the 1004C and let some other interested party who has the scope of work to verify unknown factors.
 
Manufactured home, county records show it's a 1990, current owner bought it in 1996 with FHA financing. Part of the deal at that time was to replace the rotted wood siding. It now has vinyl siding. The outside HUD metal tags are gone. The inside 8.5 x 11 label is gone. The HO found the original generic book from the manufacturer so I now have the manufacturer and serial numbers. Manufacturer is long gone and the company that bought it has no records from the previous manufacturer. I also have the state title numbers but the title doesn't have the HUD approval numbers.

I'm doing this appraisal for a FHA refi. Lender has no clue and has called to give me the same title numbers and serial numbers that I already have and don't seem to understand what my problem is. I've tried to have the lender get a copy of the original appraisal for me and they tell me they can't - HO doesn't have a copy of it - it was done in 1996 so the appraiser, even if anyone could find out who it was, probably doesn't have it anymore either.

Is there somewhere I can find the HUD numbers for this unit with the manufacturer name and serial number?????
Depending on location you can appraise the Manufactured home to comparable homes. However, some banks do not finance Manufactured home. Also per my appraisal books (student now), it is indicated that those tags should be on the house, if not then the appraiser (depending on state) is refused.
 
If the HUD labels are missing but you can verify in some other way the home was constructed after June 15, 1976, complete the appraisal report. In the section where it asks for the HUD label number type in the link to the ibts.org that Mr. Rex provided, putting the responsibility on the shoulders of the underwriter or borrower to spend the money for verification. Also enter (and include photos or copies) any information you can find, like the data plate, ownership records, assessment, building department, etc, etc, etc that you can find. Then the underwriter has to do their job.
 
A C.E. class I attended said that if there is a missing HUD label you can go to HUD.gov and they may have them. I haven't tried it.
 
If the HUD tags are missing send your client to wwwdotibtsdotorg/data_plate.shtml they pay the money and their HUD tags missing are covered.

Some states do not allow homes to be refied, some states do not allow them to be sold, and some lenders will not finance a home with missing tags even with an IBTS.

Data plate:
If the data plate is missing it is not financable. However I just found on the HUD site

"What is a Data Plate?

The Data Plate is a paper label affixed inside the home and is located in a kitchen cabinet, an electrical panel, or a bedroom closet. The Data Plate will contain the following information: (a) the name and address of the manufacturing plant in which the home was manufactured, (b) the serial numbers and model designation, and the date the unit was manufactured, (c) a statement which references that the home was built in accordance to the Manufactured Home Construction and Safety Standards, (d) a list of the certification label number(s), (e) a list of factory-installed equipment, including the manufacturer's name and the model designation of each appliance, (f) a reference to the Roof Load Zone and Wind Zone Load to which the home was designed, (h) and the name of the agency that approved the design. "

additional great info. My mother is a Real estate agent. I have been helping her deal with issues of no HUD tags and no data plate. I just found this info on the data plate missing which must be new info as it was not there 6-8 months ago. Anyway she called PFS which was the inspection company for this particular house and they faxed over the missing data plate within 10 minutes.
