No HUD Label, No Inside Label....

If its not FHA, in which case stop the report, the state of florida has a "mobile home and RV construction division", which can match the manufacturer serial numbers to the HUD plates. i just did it with 1986 fleetwood. i'll post the phone number tomorrow.

I am doing and FHA refi on a 3 year old redman manufactured home. The HUD tags have been removed, however, the HUD data plate in the closet has the serial number and seal numbers. Is this sufficient?
 
Include a photo of the data plate in your report and post the info next to the photo. In the 1004C check HUD labels are missing and have a statement that the lender or borrower can contact IBST for verification, include the link in the report.

Greg--see the link to HUD I provided. The appraiser provides what information they can locate, then it becomes the DE underwriter responsibility to follow through and make a decision after they receive the verification from IBST. The underwriter then decides whether they will apply a HUD insured loan or not. With all the proper documentation that the underwriter obtains the loan could be insured by HUD.

Lender's will accept a copy of the report from IBST showing the original tag information. The tags do not have to attached to the property, but the underwriting file does need to have a print out of the tag report from a HUD approved vendor like IBST. My company will close FHA loans with this information in the file. Here is the link to the HUD page detailing it.

This is a wonderful thread. Well worth the read.

I am working on a 1987 double wide for FHA. The tags are attached, but the borrower tossed the Data Plate. The title was eliminated, so all of the information is recorded with the County.

The FHA handbook appears to indicate that the tags must be attached or it is not eligible, however, I could not find a definitive statement regarding the lack of a Plat.

Can anyone direct me to such a statement?

HUD says flat out that if the labels are missing, the house is not eligible for FHA financing. Stop work! Report the problem to the lender and let them resolve the issue. This is now a problem for the homeowner and the lender to work out. Not you. They may be able to go back to the manufacturer and get the necessary certification but finding all of this out is certainly not part of the appraisal process (unless you are getting paid by the hour).

Interestingly, we just had an FHA sales Thursday that had a couple of those old testing labs seals on the two halves and everyone thought it was a HUD house. Owner thinks it was built in 1979. Richard, the Appraiser, does not think so. Everything tells me it is pre-1976 and pre-HUD Code. I'm giving them, the owners & brokers, about 5 days to see if they can prove me wrong before I report to my client. Time will tell but I will not put any more work into this report until I have something substantial to proceed on.

if you have the data plate you may be able to get HUD tag #, it is not automatically ineligible. ibts is one, there are others in the HUD manual.
