Actually, the Missouri Board's attitude seems to be "if you are doing it wrong, we want you to start doing it right." However, they (and I suspect most) are something of a paper tiger when it comes to catching real fraud. When one of KC's biggest went down on federal charges, someone from the peanut gallery asked one of the board members what kind of discipline he had had. The response, "we didn't know about it until the FBI told us... now, we really can't do anything until the court case is settled." The last part of that statement doesn't bother me... it would not be appropriate for them to get into the middle of a federal case.
