Women are better at some tasks than men. But before you go extolling the virtues of being sensitive, nurturing and caring with assholes you might consider how successful that play is when someone's blood is up or when they're drunk of high. I don't know if you ever raised teenagers but most parents will know from personal experience that trying to talk someone sense and maintain low tones with someone who is emotionally out of control is basically impossible. Cops not only run into "emotionally out of control" all the time but they do not have an unlimited amount of time to waste on an impossible task. Calls are stacking up while this person is raging and those calls require attention, too.
As for testing and standards that's probably fine for certain non-physical attributes but the hands-on thing becomes a matter of survival, and if you don't believe me then just pick a fight with a guy your own age and see what happens.
Moreover, it isn't just what a person is capable of doing, but also what they can convey through their non-verbals of those capabilities. The markings on the car, the uniform, the stature and posture, the assertiveness (not to be confused with that passive/aggressive thing), these are all part of the use of force continuum. MOST people don't have the right combination of attributes to perform to all those minimums.
I guarantee that a 2-week ride-along in a busy town with competent cops would change many aspects of your worldview quite a bit.
