Fannie Mae/FHA Driveway And Garage Storage Question

For years, I would report it as 2 garage and 2 driveway. Now, I report it as 2 garage, no driveway. You can't get the car out of the garage unless you move the car off of the driveway. I have only had 1 lender question me about it. They agreed with me after I explained my rational.
 
Can we stick to the original question at hand or not reply? just looking for my colleagues opinion not looking for a 3rd degree on a forum.
In this neck of the wood, we have tandem driveways and even garages ( under condos) ( I will describe them as single bay, double density), so it's considered that a place for a vehicle is a parking space. You just shuffle cars if needed.
 
I have always taken the stance that if you have to move one car to get to the other then it equals 1 space. Had a discussion with a reviewer once. He insisted that you count the total # of cars that could be parked in driveway. So if your driveway was 2 cars wide and 2 cars deep then it equaled 4 spaces. I asked him when does it stop. He asked what I meant. I told him that my driveway was 250" long and how many spaces would that equal. He just said that he saw my point and don't worry about changing my report. Tandem garages are a bit different. But most of them I see are usually around lakes and they park boats in them. I let the market tell me if any reaction.

Correct me if I am wrong. But I have not seen a definition of parking or car storage space in UAD protocol. Just the format. The heading in the section referred to is "car storage". Seems the OP is just looking for definition as to what "car storage" is.

Car Storage, Driveway, Garage, Carport The appraiser must indicate whether the subject property has a driveway, garage, and/or carport, or has no car storage. If the subject property has a driveway, garage, and/or carport, the appraiser must enter the number of spaces for each type of car storage; if none, enter the numeral zero (0). Reporting Format: Car Storage Types – Checkbox(es) designated with an ‘x’ # of Cars - Numeric to 2 digits, whole numbers only

I guess it all depends on how you interpret it. It's kind of like how different people interpret the FHA appraisal protocol.

I interpret it to be like this: If you have an asphalt driveway leading to the garage then it is only an access to the garage. No access to the garage equals a functional inadequacy or it is a shed or workshop. If you have to move a vehicle out of the way in order to get a vehicle out of the garage, that is not considered a driveway for parking. Now, if you have a separate driveway pad designated for parking beside the garage, then you have a 2 garage and 1 driveway.

If you can park a car in the driveway, then the driveway is considered to be at least a 1 car driveway, even if the car needs to be moved to access the garage. In urban areas or beach areas where street parking is non-existent or very difficult, that additional parking space (even though it requires a car to be moved to access the garage space) can be extremely valuable.
