If I recall correctly (since I've not done FHA for years) minor items (cracked windows, fogged windows, light switch covers, etc.) would be an item that is called out but would NOT be marked "subject to inspection". A "material deficiency" does not impact the value when it is a 55¢ item at Lowes. Obviously it does need the cover, no doubt. But a quick call to the agent explaining the problem and I'm sure they'd fix it as soon as they could get there.amazing what some of these appraisers will call out.
Material deficiencies on appraisals are those deficiencies that have a direct impact on value and marketability
Simply reporting this to the mortgagee and letting them deal with it would save a lot of problems. Let the agent or owner put one on and send a picture or something. Such a small defect even if potentially a "hazard". If it has a list of 10 items to be repaired so be it. But one cover? I'd go buy one myself and install before I gouged someone $150 for a reinspection. Personally I've always carried a spare or two of those in a bottom drawer in the kitchen, along with bulbs, etc.
