It's all theater, the Kabuki dance. People in California see this type of political show every year when the budget is due and the state runs out of money and has to issue IOUs.

There are two ways to cut spending. One is to plan and budget to spend less. The other is to run out of money and have nothing to spend. I prefer the former, but will take the latter.

Another idiotic piece of legislation based on fantasy rather than fact. The title of your post is inappropriate since there is nothing "eco-friendly" about the bill.
