Assuming this thread can be about more than the ha ha appraisers are hypocrites trap the OP set;.what does USPAP the public trust mean, and how do appraisers handle it when it can conflict with their own economic/business interests?

Acting in the interest of the public trust may not mean the public trusts us ( some do and some don't, all we can do is try to earn their trust). It means when acting as an appraiser, the appraiser will not engage in practice or bias that harms the public trust ( translation : act ethically )

As to which topic fires up appraisers more, unless the OP is a Forest Gump and truly does not get it, fees are the topic reason being:

1) Those appraisers who act ethically and comply with public trust mission, do so every day in their practice, so what is there to talk about ? ( I believe most appraisers fit this model)

2) Those appraisers who practice situational ethics/ may not always comply with public trust will not going to admit it on a bulletin board, so again, what is there to talk about?

You make excellent points, other than the Forest Gump comment-although I do believe appraisal assignments are like a box of chocolates....
In the old days when the family had a new box of Sees Candies, I just bit into them and ate whatever I got......
Eventually I figured out the shape and designs of those that I liked and those that I left for my sister....

USPAP doesn't say that the public has to trust appraisers so that's not an issue....
USPAP doesn't say anything regarding fees....

I guess I'm just tired of appraisers who cite Public Trust (sorry Eli, you know I like you) as some type of higher standard applied sole to the individual(s) citing it.....

I myself believe that the vast majority of appraisers are ethical....
And that 100% of AF members are ethical....
I bet Public Trust may not even be in the top 5 of what most appraisers find more important to them....
 
The lenders and AMC's have framed the argument against appraisers. We take too long, we kill deals and they are selling that an avm is just as good if not better than an appraisal. For the most part, AI and NAR have worked against the appraiser working for lenders.


Sam Banker to Jack Bankster ...."hell man for $400. we can run 40 damn AvHum$ if we have to until ONE hits the damned number to enable us to "do the deal".

If you find vast majority of appraisers to be ethical, than public trust is important to them, since they practice it every day.

I do believe that ethical behavior and practice are innate to appraisers....
Especially to AF members....

Public-Trust requires a relationship- In Business a relationship is normally created when client-consumer has interaction with the person or persons providing him or her a service. After the implementation of HVCC and the use of AMC's I started to notice a rapidly declining relationship between Appraisers and the rest of the parties involved in real estate transactions.

One factor which appraisers begged for and got- was firewalls that prohibited buyers, sellers and Realtors from interacting with them. Unfortunately now people don't get to talk with us about what we do and why and In many cases the appraiser shows up tells everyone he cannot discuss anything and then proceeds to measure, take photos and be gone.

SO were appraisers ever concerned about public trust ? Or has it mostly been about independence, fee's and guidelines that we believed would favor us. Based on what we have supported since the mortgage meltdown I would have to say public trust has not been a driving force and knowing a persons Ethics requires a relationship with that person.

I have never met anyone including some of the worst Slim-Shady types openly admit they-were liars or crooks but based on what appraisers main issues have been it's always been about C & R and why fee's are to low. Of course everyone claims to be ethical because it's easy to claim when there is no means test. Bottom line is Public Trust was simply a term created by politicians who use it as a guise to further their bureaucratic agenda. Think USPAP-CFPB-Dodd-Frank-State Boards.

When I started, the appraisal dept. manager explained to newbies that homeowners would be curious and would probably ask us questions and that we should be understanding and patient and answer questions that were not value related....

We could answer the age old questions of....
What does an appraiser look for?....
How do appraisers determine value?....
Will you be completing the appraisal?....
Will I hear from you?....
I answered all their questions other than value and fees....
Today that hasn't changed....

Same with loan side....
We couldn't discuss with them....
Today that hasn't changed....

SO did the public ever trust appraisers ( YES ) but not many anymore, and with no relationship many appraisers were retrained and brainwashed into becoming fee generating order takers. Many I interact with today are consumed with the daily search for the AMC's that pay the highest fee and this model has actually worked very well for the Skippy business model.

Do appraisers care more about public trust or about fee's ? Unfortunately it's fee's.

Get it straight what the public trust in USPAP means. USPAP can not mandate the public trust appraisers, so your false dictum that it means the public trusts us is backwards.

USPAP , since it applies only to appraisers and not to the public, means appraisers should practice in a manner that ensures the public trust (ethically).

Next you prevent BS about how in the bad old value hitting (for some ) days the public trusted appraisers...no, more like they were happy if they could influence appraisers to get any number their RE agent, deal, or mortgage broker wanted. Back then appraisers were not supposed to talk about value either, but talk some did, to find out what the party wanted so they could get the number.

What perspective do you have on appraising if you can invent the above that reverses the truth. The OP admitted he posted this post was a Trojan Horse, to show ( why?) appraises are hypocrites since all they care about is fees. Then later he admitted that yes, when appraisers act ethically, their caring of public trust is evident in their work.

Many appraisers put the public trust ahead of their own economic interest by refusing to hit value targets, even though they know they might lose a client ( still happens, since the firewall is compromised ), or refusing to do fast/cheap to get volume because they know it means no time to verify and research properly, or withdrawing from assignments they feel they lack sufficient competence on etc.

True. Only back then, some appraisers were talking about value, doing comp checks etc to get the magic number to hit. Same folks who rubber stamp prices today.. ...boo hoo they miss those old days, these are the same appraisers who blame everybody but themselves for the HVCC and firewall All they had to say is NO....now we are all paying forever the price for their actions, if appraisers can't offer integrity they are de valued and that is exactly what happened.
