I Was In Error. Apparently There Is A 12th Member Of The Illinois 'appraisal Board'

I have met and communicated with you a couple times over the years and have not been on the forum in a while. Thank you for your diligence. I am grateful you are aware of and monitoring the situation.

It will take folks who are close to the situation and who have both interest and awareness--some do, no doubt about it--that the "12th member" is making effort to have a Board that is of his creation. What we have is someone who wants to be a puppeteer, hoping and relying that a lack of institutional memory among the members may result in their seeing him as a sort of "leader". The effort has been successful once (I commented on it earlier in this thread) that I am aware of. I wish the Board well as I believe them all to be good people who are looking to do that which is right.

Later today I will share a couple of the events (non-events, apparently) that came in advance of the state's pending rule that has a $100/hr. fee to licensed appraisers for the "crime" of completing CE hours during the 90 days PRIOR TO the end of the license renewal cycle.

For IL licensed appraisers and those who have an interest in the profession here in IL:

There is one "higher-up" who wanted this ("$100 fee per hour if CE taken in the 3 mos. PRIOR TO the license renewal date") implemented (note: there is back-story to this, but, not at this time). Don't blame the 11-member (10 voting, 1 non-voting) for this--not that the Board offered an opinion, but, the Board is advisory only. BUT, the Board should have offered an opinion on this as past Boards have when it came to legislative matters affecting appraisers. What we have today is a Board with a "higher-up" having a heavy thumb upon the Board and where expression of independent thinking is not tolerated--and, yes, I do mean "not tolerated" by this same "higher-up" This is not a good way for a Board to function unless one is of a mind of being the Gepetto to the Board's Pinocchio. Making a turn here--Where was ICAP on this? This "rule"--the $100/hr. fee--should have been opposed but it was not. If it had been opposed, there is a very good chance that it would have been stopped.
 
So let me get this straight Lee. A licensed appraiser will have to pay an extra $100 per credit hour on top of the license fee if they complete a class prior to applying for a license. So if they take for example, a 7 hour class within that three month period, they'll have to pay an additional $700 on top of whatever it costs for a license (roughly $550.)

Is this for all license levels? What is the thinking behind this beside the blatant money grab.

As to the "thinking behind this"....well, that should have been addressed prior to the decision being made. The fact that the decision was made is one thing; the fact that some did not discuss it and offer opinion in advance--well, that is a problem. For one group, it is a failure to act due to--in great part--being under the thumb of the "higher-up" and a public display of discussing such a matter would be met with the displeasure of the "higher-up". As to why ICAP did not oppose, I know not.
