I did a lot of high dollar legal work early in my carrier in Manhattan. My impression is that legal work, outside of the $50,000 to $250,000 fee/billing hour range is mostly yellowbook appraisals or tax appeals.
The latter is really relegated to Texas and Florida, which is the consequence of not having an income tax.
Maryland is actually probably one of the more fair states politically with a state property tax and state income tax. I know of no other state that does that. Not that it helps appraisers, but politically I advocate it.
Florida and Texas are really quite regressive - only the super rich really benefit from their tax structure. That said, I know more than a few who have gotten rich doing nothing but tax appeals in Texas. Not super rich. Florida, it seems to be a mixed bag....
In general though, I think smaller/regional shops should shoot for 20% legal work, 10% DOT work. It is not anywhere near as lucrative as bank work doing boom times, but it tides you over during downturns.
